Many states have taken an interest in online gaming, because they fear that it can be used to promote illegal activity and traffic. Some state governments have shown an interest in online gambling and created regulatory frameworks. In addition among them, the Department of Business and Professional Regulations and Delaware have developed licensing programs and rules and created databases for gambling websites that are online. Many online gamers are aware of rules regarding online gambling and most states have made provisions to encourage state-regulated gaming sites to continue operating while they are reviewed.

Many countries, including the United States, have taken an active part in regulating online gambling. International frameworks for policy and legal exist regarding online gambling. The US Congress is the one that regulates interstate commerce, introduced bills to legalize online gaming and penalize those who gamble online. The European Commission and World Trade Organization are also involved in creating international frameworks for online gambling.

The issue in regulating online gambling at the federal level lies in the fact that federal authorities is unable to regulate interstate commerce. Gambling is a local enterprise right. The power to conduct commerce between the states covers state regulation. Although the power is granted at the state level it is not delegated to the federal government.

A quick lookup on Google will show that the most popular industry of gambling in the US include Las Vegas, Macao, Playtech, Commission Lodge, Bingo Palace, Coral Gables, Party Poker, Paradise Poker, Hollywood Casino and Poker Stars, Party Poker and Party Flip. Las Vegas, Macao and Playtech are the most profitable members of the industry. Five of the most lucrative industry members from Las Vegas are also the top five gambling cities. This makes Las Vegas a very attractive city for offshore gambling operators.

The US President Barak Obama backed a law that legalized online gambling in the Philippines during the recent Philippine elections. The US President supports this measure because the country’s online gambling industry is a major source of its billions of dollars in revenue. While many officials in the Philippines are in favor of the move however, the primary issue is the inability of the national leadership to support the move. The bill that is in the forefront is the Bringing Back Gaming Control Act. It is currently being debated in the House of Representatives. The main concept behind the legislation is to tax gambling online and create a national registry for all gaming websites. This will force all online casinos to sign up with the government and force them to open new accounts here in the Philippines.

The House of Representatives may pass the Gaming Control Act to Bring Back Gaming, but it is unlikely that it will become a law. Since the bill may have a negative impact on the Philippine economy, national politics has prevented any legislation from becoming law in the Philippines. Some of the major problems that have arisen from the previous attempts include a rise in costs and reducing benefits to Filipinos. The House Majority leader however has promised that the measure will be voted on in congress.
